About the Lab
Our Mission
The Horizon Scanning Lab (HSL) was established to provide systematic, evidence-based foresight on emerging science and technology. Our primary mission is to identify and analyze developments that could have a significant impact on Israel's economy, society, and national security within a 5-15 year horizon.
We serve as a vital bridge, translating complex technical knowledge into actionable insights for government ministries, academic institutions, and industry leaders. By anticipating change, we empower stakeholders to make informed, forward-looking decisions that enhance Israel's position as a global innovation leader.
Our Methodology
Our approach is a multi-stage process designed for rigor and relevance.

We continuously monitor a wide array of sources—including academic journals, patent filings, venture capital investments, and global policy documents—using a combination of AI-powered tools and expert human analysis to detect weak signals of change.

Detected signals are filtered through a framework that assesses potential impact, velocity, and relevance to national priorities. This allows us to focus our resources on the most critical emerging trends.

Priority topics undergo deep-dive analysis by our team and external experts. We develop scenarios to explore potential development pathways, second-order effects, and strategic implications.
